A Look into the Recent Tribal Protests Against “QSD” in Deir-Ezzor and its Consequences on the Stability of the Region
Report produced by the policy analysis unit of the Syrian dialogue center
Summary:
- The recent tribal protests against “QSD” in the countryside of Deir-Ezzor and their demand of forming their own military council have given a new example of popular distrust in the governing institutions there. The protests were a result of “QSD’s” involvement in many violations, neglection of services, and protection of corrupt individuals according to the residents.
- “QSD” tried very hard to divert the protests from their context and make them an issue between two tribes; a matter which could cause the eruption of a huge tribal conflict in Deir-Ezzor’s countryside.
- “QSD” employs the local Arab residents as a front for many corrupt files, it also controls all decision making under the table by utilising what are known as “cadres”, who are in their majority Kurdish Worker’s Party members.
- The international community understands the weight of the tribal component in Deir-Ezzor; thus, it attempts to relieve and contain the massive tensions between “QSD” and the Arab tribes, fearing the eruption of chaos and lack of security in Deir-Ezzor, a region the international community gives great importance.
- Iran, along with the Assad’s regime, tries to use the tribal card against “QSD”, pressuring them to protest or even conduct operations against the international coalition.
