The Syrian opposition has always been accused of being divided in its discourse and stances on all of the events affecting the general situation in Syria, whether stances related to the political process, or issues on the humanitarian and military levels, or issues related to international movements of individual states that had some effect on the situation in Syria. This has created a general perception that the Syrian revolutionary and opposition forces very rarely gather on an opinion or stance, especially in light of their continued failure to find an objective or structural reference to find consensus on and stick by.<\/p>\n

As such, and in accordance with its message in achieving integration, co-existence and guidance of the national will, the Syrian Dialogue Center placed criteria for the degree of consensus between the Syrian revolutionary and opposition forces through launching \u201cThe National Consensus Index.\u201d The National Consensus Index is a numeric index which monitors and analyzes the declared stances of a number of effective forces on the Syrian ground towards the most prominent events and political stances- without an objective evaluation- in a biannual report.<\/p>\n

The index aims to measure the degree of consensus in the stances of different military and political forces of various ideological leanings. It follows their opinions and stances on all of the important issues in the time period at hand (half a year), which gives researchers and those interested in the Syrian issue clear and real indicators of the general leanings of these forces.
\nAfter the previous trial issue which covered the first half of 2018, this report covers the second half of 2018.<\/p>\n

We hope that this biannual report motivates the Syrian forces towards dialogue and coordination amongst itself, which could lead to an increase in the percentage of consensus in their stances related to the important issues of this painful stage in the Syrian nation\u2019s life. We also hope that it will participate in raising the percentage of political awareness of all the Syrian society\u2019s segments by introducing them to the forces existing on the ground, their stances and general leanings, and degree of consensus.<\/p>\n
