The Features of the “Step for Step” Approach

New practical indications of a change in the approach of acting nations towards the Syrian issue began to appear in 2021. Mainly, the continuation of the normalisation process with Assad’s regime by some Arab states, and America’s leniency in the application of Caesar’s act against Assad’s regime, coinciding with the project of gas and energy distribution to Lebanon through Syria. Not to mention giving Assad’s regime a place in the executive council of the WHO and reallowing the regime into the Interpol.

These political changes have not been without a direct effect on the “Syrian political solution”; which was indeed what happened when Pedersen announced on 27/01/2022 that he gained “solid backing” from the active states in the Syrian issue, including the United States and Russia, to continue implementing the “step for step” approach. Which is an approach rejected by the Syrian Negotiations Commission, as it does not practically and clearly lead to the complete implementation of the 2254/2015 resolution, leading to its main goal, which is political transition.

So, what are the features that of the approach the UN special envoy is calling for? And will it indeed contribute to the execution of the political solution in Syria? Or is it similar to his predecessor’s approach of “four baskets”, which was one of the ships used to skip the idea of a transitional council and summarising the political solution in a constitution and elections?
