Research Paper “Perceptions of Humanitarian Work in Syria after 2011”

During the eight years of the Syrian revolution, hundreds of non-governmental organizations were established. They operated in various fields, medical, relief, educational, and human rights. In the absence of state institutions, they became one of the parties concerned with providing essential services to the liberated areas. As NGOs expanded their operations and services, their popularity has varied within the Syrian society. Some see that they are their best; others believe there are negative aspects that accompanied their work, which created tension and discontent among segments of the Syrian society and those organizations.

In line with its mission is to promote a consensus within the Syrian society, the Syrian Dialogue Center drafted this paper, which aims to map the Syrian population’s perceptions regarding Syrian NGOs and their work in northern Syria. The report made recommendations to both parties to bring views and release the tension on both sides, especially since their relationship is supposed to be complementary.

This research paper is crucial because it informs non-governmental organizations about the positive and negative perceptions of the population towards them and their work. This may help them avoid negative points and reinforce the positive ones, thus creating an atmosphere of transparency, accountability, and cohesion between them. Also, listening to the point of view of workers in these organizations would illuminate some angles that may have been invisible to the general public and relieve the tension that the population may have towards them.

The paper is divided into an introduction and four main chapters. The introduction defined the methodological and theoretical framework for the research. The first chapter reviewed the development of humanitarian work after 2011 and civil society organizations from the population’s point of view. Chapter Two examined perceptions about the performance of non-governmental organizations working in the humanitarian field, and Chapter Three discussed reasons that have led to the formation of these perceptions. Chapter Four concludes the research with recommendations directed to each of the organizations and the populations.
